اما فشارهای اقتصادی سبب شده تا در برنامه كلان اقتصادی دولت انگلیس مقرر شود كه تا سال 2015 میلادی نسبت به سال 2010 رقمی نزدیك به 8/7 درصد كاهش در بودجه نظامی به ثبت برسد.

شورای نگهبان سه ایراد لایحه بودجه 91 را استفاده از عبارت شركت ملی نفت ایران به دلیل آنكه دارای اساسنامه نیست، دانست.

نمایندگان امروز این عبارت را از لایحه بودجه حذف و نام شركت های تابعه وزارت نفت به لایحه بودجه اضافه شد.

براساس این اصلاحیه در راستای اعمال حق مالكیت و حاكمیت بر منابع نفت و گاز كشور و نیز به منظور اجرای احكام قانون برنامه پنح ساله پنجم توسعه جمهوری اسلامی ایران مصوب 15 دی ماه 1389، رابطه مالی و نحوه تسویه حساب بین دولت و وزارت نفت از طریق شركت های تابعه ذیربط بابت تمام مصارف سرمایه ای و هزینه ای شركتهای یاد شده از جمله بازپرداخت تسهیلات بیع متقابل، بازپرداخت تسهیلات، تولید، حذف سقف تولید و برداشت صیانتی و افزایش تولید نفت و گاز طبیعی، سرمایه گذاری و نیز هزینه صادرات با احتساب هزینه های حمل و بیمه، به میزان 14.5 درصد قانون برنامه پنجساله پنجم توسعه ارزش نفت صادراتی و مبالغ واریزی نقدی بایت خوراك پالایشگاه های داخلی و میعانات گازی تحویلی به مجتمع های پتروشیمی و سایر شركتها براساس قیمت فرآورده های نفتی در نیمه اول سال 89، به عنوان سهم آن شركت به منظور مصارف سرمایه ای و بازپرداخت قراردادهای بیع متقابل شركت، پس از كسر هزینه ها، معاف از مالیات و تقسیم سود سهام تعیین می شود.

براین اساس در صورت وصول درآمد حاصل از صادرات نفت خام و میعانات گازی بیش از احكام و احكام مصوب در این قانون 25 درصد از مازاد حاصله به سهم شركت تابعه ذیربط وزارت نفت مذكور در فوق افزوده و به عنوان منابع سرمایه ای تنها برای اجرای طرح های بالادستی نفت و گاز و میادین مشترك به مصرف می رسد.

همچنین وزارت نفت از طریق شركت تابعه ذیربط موظف است سقف نقدی خوراك پالایشگاه داخلی را هر ماهه متناسب با خوراك دریافتی به خزانه داری كل كشور واریز كند.

با تصویب نمایندگان مجلس ،خزانه داری كل كشور در اجرای قانون هدفمند كردن یارانه ها مواد 16 و 38 قانون مالیات بر ارزش افزوده مصوب 17 اردیبهشت 87 و جزء الف این بند، (سهم شركت تابعه ذیربط وزارت نفت) مكلف است سهم طرف های ذیربط را پرداخت كند و گزارش عملكرد این جزء را در مقاطع سه ماهه به كمیسیون های اقتصادی، انرژی، برنامه و بودجه و محاسبات مجلس و دیوان محاسبات كشور ارسال كند.

همچنین مالیات بر ارزش افزوده و عوارض نفت و گاز تولیدی و فراورده های وارداتی فقط از تمام فراورده های نفتی و گازی یكبار در انتهای زنجیره تولید آنها توسط شركت ملی پالایش و پخش فراورده های نفتی و شركت تابعه ذیربط وزارت نفت، براساس مفاد جزء پ این بند و شركت های گاز استانی بر مبنای قیمت فروش داخلی محاسبه و پرداخت می شود.

مالیات مذكور به حساب درآمد عمومی نزد خزانه داری كل كشور واریز می شود و عوارض طبق قوانین موضوعه توزیع می شود.

همچنین نمایندگان مجلس در مصوبه دیگری برای تامین نظر شورای نگهبان، بند 8-4 لایحه بودجه 91 را كه درخصوص صندوق بازنشستگی كاركنان صنعت فولاد حذف كردند.

در این بند آمده بود: دولت مكلف است تا تحقق این بند، بار مالی ناشی از پرداخت حقوق و مطالبات بازنشستگان را از محل واگذاری سهام و دارایی ها و سایر اموال تامین كند.

نمایندگان همچنین در اصلاحیه دیگری، متن زیر را جایگزین بند 15-4كردند كه براساس آن در اجرای بند (ز) ماده 112 قانون برنامه پنجم توسعه، سازمان های مناطق آزاد تجاری و صنعتی موظف هستند منابع موضوع این بند را به حساب خاصی نزد خزانه داری كل كشور واریز كنند.

شورای دفاع از حق تحصیل دانشجویان ایران، صدور "صدها حکم محرومیت از تحصیل" برای فعالان دانشجویی در دوره بعد از انتخابات ریاست جمهوری ۱۳۸۸ را مورد انتقاد قرار داده است.

این شورا، که به انتشار گزارش هایی دوره ای در مورد نقض حقوق دانشجویان در ایران می پردازد، روز سه شنبه ۲۶ اردیبهشت (۱۵ مه) خود را منتشر کرده و در آن فهرستی از اسامی دانشجویان محرم شده از تحصیل را در دانشگاه های مختلف ایران به چاپ رسانده است.

گزارش این شورا می گوید که "ده ها" تن از دانشجویان همزمان با محرومیت از تحصیل، "احکام سنگین زندان" دریافت کرده اند و به عنوان نمونه یادآور شده که "تنها در دانشگاه مازندران ۱۳ نفر از دانشجویان محروم از تحصیل بازداشت و زندانی شده اند".

شورای دفاع از حق تحصیل، در سال ۱۳۸۶ و از سوی تعدادی از دانشجویانی که به خاطر فعالیت های سیاسی و اجتماعی خود در معرض محرومیت دائم یا موقت از حق درس خواندن در دانشگاه قرار گرفته بودند، تشکیل شد.

گزارش جدید این شورا، با اشاره به "سخنان تهدید آمیز" اخیر کامران دانشجو وزیر علوم علیه دانشجویان منتقد حکومت، نسبت به "گسترش ستاره دار کردن و محرومیت دانشجویان از حق تحصیل" ابراز نگرانی کرده است.

آقای دانشجو در ۲۲ فروردین گذشته گفت: "کسانی که در فتنه سال ۱۳۸۸ فعال بوده و بعد از اتمام حجت رهبر معظم انقلاب در نمازجمعه تیرماه همان سال، همچنان به فتنه گری ادامه دادند، حق ورود به دانشگاه ها را ندارند."

اشاره آقای دانشجو به خطبه های آیت الله علی خامنه ای در اولین نماز جمعه پس از انتخابات آن سال بود که ضمن اعلام حمایت از آقای احمدی نژاد و نظرات او، به معترضان هشدار داد که از آن پس مسئول عواقب اعتراضات خود خواهند بود.

کامران دانشجو در اظهارات جداگانه ای در ۷ اردیبهشت تاکید کرد: "کسانی که در فتنه نقش آفرین بودند در دانشگاه جایی ندارند".

حکومت ایران و حامیانش از اعتراضاتی که پس از انتخابات ریاست‌جمهوری دهم رخ داد با عنوان "فتنه" یاد می‌کنند.

بیانیه شورای دفاع از حق تحصیل، با توصیف کامران دانشجو به عنوان فردی که "گوش به فرمان نهاد های امنیتی است"، هدف انتخاب وی به سمت وزیر علوم را "پاکسازی دانشگاه‌ها از دانشجویان و اساتید منتقد و به صفر رساندن هرگونه فعالیت سیاسی، فرهنگی و صنفی در دانشگاه های کشور" دانسته است.

آقای دانشجو، قبل از انتخابات ریاست جمهوری ۱۳۸۸ رئیس ستاد انتخابات کشور بود و در شهریور همان سال، توسط محمود احمدی نژاد به عنوان وزیر علوم ایران منصوب شد که کماکان در این سمت قرار دارد.

بیانیه می افزاید که در سال‌های ۱۳۸۶ و ۱۳۸۷ همزمان با اینترنتی شدن روند اعلام نتایج کنکور کارشناسی ارشد، "فعالان دانشجویی که حائز رتبه‌های قابل قبول و ممتاز شده بودند، اساساً از دریافت کارنامه علمی در مرحله اول نتایج کنکور محروم شدند" و نتوانستند انتخاب رشته کنند.

شورای دفاع از حق تحصیل گفته است که در سال ۱۳۸۸، دانشجویان ستاره‌دار دانشگاه سراسری موفق به دریافت کارنامه و انتخاب رشته شده اند، ولی در شهریور ماه و پس ازمراجعه برای مشاهده نتایج نهایی با گزینه 'مردود علمی' مواجه شدند و کارنامه نهایی نیز برای این دانشجویان صادر نشده است. به نوشته این شورا در سال‌های ۱۳۸۹ و ۱۳۹۰ هم دانشجویان ستاره‌دار، در کنکور کارشناسی ارشد از دریافت کارنامه اولیه محروم شده اند.

در دانشگاه های ایران، دانشجویانی که به انجام فعالیت های نامطلوب از دیدگاه مسئولان می پردازند، بر مبنای میزان انجام این فعالیت ها از یک تا سه ستاره می گیرند که هر یک از ستاره ها، به معنی یک امتیاز منفی در برخورداری از مزایای آموزش تلقی می شود.

به گفته وی، در گذشته تنها آزمایشگاه استاندارد كشور در شهرستان كرج مستقر بود كه تمامی كالاهای برای دریافت استاندارد به این مركز ارسال می شد كه مشكلات فراوانی در پی داشت و هم اكنون این مركز به پژوهشكده تبدیل شده است.
