این روزنامه با اشاره به بازداشت شش نفر دیگر در همین ارتباط افرود: این افراد از ملیت های مختلف اردنی، فلسطینی و قطری هستند و اتهام اصلی آنها، ارتباط با شبكه تروریستی القاعده است.

روزنامه لبنانی'الجمهوریه' نیز در این باره نوشت: از میان بازداشت شدگان سه لبنانی از جمله شادی مولوی وجود دارند. این گروه دارای روابط خارجی و داخلی بوده و فعالیت های مخرب خود را به سوریه نیز گسترش داده بود ولی تا پایان تحقیقات نمی توان از كیفیت فعالیت این شبكه در كشورهای خارجی، اطلاعاتی پیدا كرد.

روزنامه لبنانی 'الاخبار' نیز به نقل از منبع امنیتی لبنان نوشت: نیروهای امنیتی آمریكا به لبنان اطلاع داده است كه فردی موسوم به 'عبدالملك عبد السلام' از طریق سوریه وارد لبنان شده و این شخص به زودی لبنان را ترك خواهد كرد. عبد السلام مسئول هماهنگی القاعده در تعدادی از كشورهای منطقه از جمله افغانستان ،پاكستان، سوریه، لبنان و اردن است.

شادی مولوی چند روز پیش به اتهام همكاری با شبكه تروریستی القاعده، از سوی نیروهای امنیتی لبنان در شهر طرابلس دستگیر شد كه به دنبال دستگیری وی، جریان های سلفی شمال لبنان با اعتراض به این اقدام، درگیری های وسیعی را با ارتش لبنان آغاز كردند.

به گزارش خبرنگار پارلمانی ایرنا، نمایندگان مجلس بعد ازظهر امروز (سه‌شنبه ) درادامه بررسی بخش هزینه‌ای لایحه بودجه 91 كل كشور، بر اساس پیشنهاد كمیسیون صنایع مجلس مصوب كردند، صندوق بازنشستگی كاركان صنعت فولاد همه وظایف، ‌اموال و دارایی‌ها، سهام، امتیازات، موجودی، اسناد، اوراق ، تعهدات اعم از مطالبات قانونی بازنشستگان و سایر حقوق به مستخدمین خود را به وزارت تعاون منتقل كند.

همچنین به میزان بدهی‌ها و كسری صندوق‌های یاد شده، اموال و صندوق مالی وزارت صنعت، معدن و تجارت و شركت‌ها و موسسات وابسته و تابعه به صورت كلی یا سهام آنها با تایید وزیر تعاون به صندوق یاد شده منتقل شود.

در تبصره این پیشنهاد آمده، دولت مكلف است تا تحقق این مساله، بار مالی ناشی از پرداخت حقوق و مطالبات بازنشستگان را از محل واگذاری سهام ،‌دارایی‌ها و سایر اموال تامین كند.

این پیشنهاد كمیسیون صنایع و معادن مجلس جایگزین جزء 4 ردیف هشت بخش هزینه‌ای لایحه بودجه شده است.

نمایندگان همچنین وزارت امور اقتصادی و دارایی را موظف كردند در اجرای ماده سوم قانون اجرای سیاست‌های كلی اصل 44 قانون اساسی، درآمدهای حاصل از این بخش را برای تامین مصارف موضوع جدول شماره (13) این قانون هزینه كنند.

بر این اساس، عدم هزینه كرد در این زمینه، در حكم تصرف غیرمجاز در اموال عمومی است.

براساس مصوبه دیگر نمایندگان مجلس، 335 هزار میلیارد حاصل از فروش از اجرای اصل 44 قانون اساسی بابت مطالبات و نیز تعهدات قانونی ناشی از این قانون و قوانین بودجه قبل از سال 1391 دولت و دستگاه‌های اجرایی و شركت‌های دولتی وابسته و تابعه آنها به اشخاص حقیقی و حقوقی دولتی، عمومی غیردولتی و خصوصی به ویژه پیمانكاران، مشاوران، سازندگان تجهیزات طرح‌های تملك دارایی‌های سرمایه‌ای این قانون و قوانین بودجه سال‌های قبل، فروشندگان برق بخش خصوصی، صندوق‌ها، بیمه‌ها و بانك‌های دولتی، غیردولتی و خصوصی، ایثارگران، جانبازان، آزادگان و خانواده معظم شهدا و مفاد قانون تفسیر ماده 13 قانون حمایت از آزادگان مصوب اسفندماه 1389، طرح اصلاح موادی از قانون خدمت وظیفه عمومی و حسب مورد پرداخت، هزینه، مصرف و یا تسویه و تهاتر شود.

براساس این مصوبه، مطالبات و تعهدات موضوع یاد شده باید در چهارچوب قوانین و مقررات باشد و پس از اعلام سازمان حسابرسی و تایید وزیر امور اقتصادی و دارایی با احتساب مبالغ و واگذاری‌های قبلی توسط دولت قابل اقدام است.

در این رابطه، همچنین نمایندگان مجلس تصویب كردند كه هزینه كارشناسی از محل منابع حاصله یا واگذاری‌ها توسط وزارت امور اقتصادی و دارایی قابل تامین و پرداخت است.

در عین حال در صورت وجود و تایید مطالبات قانونی، دولت می‌تواند برای اشخاص نامبرده در ذیل از محل منابع حاصله یا واگذاری‌ها در سقف پیش‌بینی شده، پرداخت، تسویه و یا تهاتر اقدام كند.

براساس این مصوبه، پرداخت، تسویه و یا تهاتر با آستان قدس رضوی تا سقف یك هزار میلیارد ریال، آستان حضرت معصومه تا سقف 500 میلیارد ریال، ستاد اجرایی فرمان امام(ره) تا سقف 2 هزار میلیارد ریال، سازمان تعاون روستایی تا سقف 300 میلیارد ریال، شهرداری‌ها تا سقف 15 هزار و 400 میلیارد ریال و بانك‌های دولتی و غیردولتی نیز تا سقف 55 هزار میلیارد ریال مجاز است.

در عین حال، دولت مجاز است برای باقیمانده تعهدات موضوع قانون تفسیر ماده 13 قانون حمایت از آزادگان مصوب اسفندماه 1389 به ازای هر ماه، 6 میلیون ریال (هر ماه اسارت 12 میلیون ریال) تا سقف 20 هزار میلیارد ریال و از محل واگذاری یا فروش سهام، سهم‌الشركه و سایر اموال و دارایی‌ها و حقوق مالی شركت راه‌آهن جمهوری اسلامی ایران بابت بازسازی ساختاری و بازپرداخت بخشی از بدهی‌های معوقه ناشی از واگذاری انجام شده و اجرای طرح‌های بازسازی و بهسازی خط و ناوگان تا سقف دو هزار میلیارد ریال پرداخت، تسویه و یا تهاتر است.

نمایندگان مجلس همچنین تصویب كردند پنج مورد در پرداخت، تسویه و تهاتر دیون و تعهدات قانونی در اولویت قرار دارند.

این موارد شامل، وزارت دفاع و پشتیبانی نیروهای مسلح برای تقویت صنایع دفاعی و پاكسازی میادین مین معادل 60 هزار میلیارد رایل با تایید وزارت دفاع و پشتیبانی نیروهای مسلح، وزارت نیرو معادل 50 هزار میلیارد ریال، مهار آب‌های مرزی تا سقف 30 هزار میلیارد ریال، برای مقاوم‌سازی ساختمان دانشگاه‌ها و تجهیز كارگاه‌ها و آزمایشگاه‌ها و توسعه دانشگاه‌ها و موسسات آموزش عالی مناطق محروم و كمتر توسعه یافته تا سقف 6 هزار میلیارد ریال و صندوق‌های حمایت از سرمایه‌گذاری بخش كشاورزی تا سقف 4 هزار میلیارد ریال است.

براساس مصوبه نمایندگان مجلس، تامین مالی و اجرای برنامه‌ها و طرح‌ها و پروژه های تملك دارایی‌های سرمایه‌ای مندرج در قانون بودجه سال 1391 پس از انجام تكالیف این بند از محل منابع حاصله یا واگذاری‌ها نیز مجاز است.

نمایندگان همچنین مصوب كردند مسوولیت آماده‌سازی و تحویل اسناد شركت‌های در فهرست واگذاری و زمینه‌سازی تسهیل واگذاری به عهده وزیر یا بالاترین مقام دستگاه اجرایی مربوطه است.

براین اساس عدم تحول به موقع اسناد یاد شده تخلف محصوب می‌شود.

یعقوب عوده، پیرمرد فلسطینی، می گوید هشت ساله بود که به همراه خانواده اش از روستایشان "لفتا" فرار کردند.

روستای متروکه آنها، واقع در غرب بیت المقدس، برای فلسطینیان به سمبل "روز نکبت" تبدیل شده است، میراثی تاریخی از آنچه "فاجعه" سال ۱۹۴۸میلادی می خوانند.

یعقوب عوده می گوید که خرابه های لفتا که امروزه با پل معلق سفید و مدرن بیت المقدس فقط چند صد متر فاصله دارد، قبل از جنگ اول اعراب و اسرائیل، یک دهکده آباد و سرسبز در حاشیه این شهر بود.

خانه های سنگی به جای مانده از این فلسطینیان سال هاست که بخشی از بیمارستان روانی گیوات شائول شده است.

"ملک دولتی"

عده ای از بازماندگان لفتا مانند یعقوب عوده هنوز در شرق بیت المقدس زندگی می کنند، ولی اجازه ندارند که مجددا در لفتا ساکن شوند.

آنچه از روستای آنان باقی مانده است، اعم از زمین های کشاورزی، خانه های سنگی، چشمه آب طبیعی یا درخت های های بادام و انجیر، ملک دولت به حساب می آید و زیر نظر سازمان اراضی اسرائیل اداره می شود.

با این وجود، آقای عوده در ۷۲ سالگی همچنان روایت لفتا را برای مردم تعریف می کند.

او و دیگر فلسطینیان می گویند که بقایای این روستا باید به بازماندگان مردم لفتا برگردانده شود.

عبدالملک عویظه، که از شهر طیبه، در شمال اسرائیل، به لفتا آمده می گوید:‌ "اولین بار است که اینجا می آیم. احساس می کنم که به فلسطینی بودن خودم افتخار می کنم."

محمد فتحی، برانسه جوان فلسطینی نیز می گوید: "وقتی که وارد روستا شدم حس کردم که من هم در بین ساکنان آن زندگی می کردم و من را هم با آنها بیرون کرده اند."

برای اسرائیلی ها لفتا مکانی تاریخی و موزه ای طبیعی برای بازدید و گردش است، به خصوص در روزهای آخر هفته.

قرار بود در لفتا یک مجتع تفریحی مدرن ساخته شود، اما دیوان عالی اسرائیل اخیرا در پی تلاش فعالان فلسطینی جلوی این کار را گرفت.

خانه های سنگی آنان هرچند سمبل شکست از اسرائیل است اما به عنوان یک میراث تاریخی در قلب همه فلسطینی ها جای داد.
