وی افزود: در برخی از مدیریت‌های شهری باید به گونه‌ای عمل كرد تا دراین بخش ضمن كاهش هزینه، از بودجه‌های دولت و نفت كمتر استفاده شود.

لاریجانی با بیان اینكه در قانون بودجه سال 91 به مدیریت شهری نیز توجه شده است نیز گفت: در قانون بودجه سال 91بیش از 2 میلیارد دلار از صندوق توسعه ملی برای هزینه‌های شهری همچون مترو در نظر گرفته شده است.

نمایندگان مجلس همچنین تصویب كرد تمام دستگاه های اجرایی موضوع ماده 5 قانون مدیریت خدمات كشوری و دستگاه های موضوع ماده 50 قانون الحاق موادی به قانون تنظیم بخشی از مقررات مالی دولت مصوب 15 آبان ماه سال 84 علاوه بر اعتبارات پژوهشی كه ذیل هر دستگاه در پیوست های شماره (3)و(4) منظور شده است مكلفند حداقل نیم درصد تا سه درصد از اعتبارات خود را به استثنای اعتبارات فصول (1) و(6) بودجه هزینه ای و سرانه دانش آموزی وزارت آموزش وپرورش وهزینه های مستقیم تولید شهرك های دولتی را برای انجام امور پژوهشی و توسعه علمی ودانش فناوری هزینه كند.

دستگاه اجرایی موظف است با رعایت قوانین ومقررات به اصلاح جداول بودجه شركت های یاد شده به نحوی اقدام كند كه این اعتبارات در سرفصل جداگانه مشخص شود.

با تصویب نمایندگان مجلس، دولت مجاز شد به منظور آموزش وپژوهش وترویج فرهنگ قرآنی واهل بیت وفرهنگ عفاف و حجاب وتوسعه فعالیت های قرآنی نیم درصد از سقف بودجه مصوب هر یك از دستگاه های ملی و استانی به استثنای بودجه هزینه ای مستقیم تولید شركت های دولتی را كسر وبه ردیف 46-550000 اضافه كند.

در تبصره این بند آمده است كه مبلغ 150 میلیارد ریال از محل این ردیف به موضوع گسترش فرهنگ عفاف و حجاب اختصاص می یابد تا با هماهنگی وزارت كشور از طریق دستگاه های ذیربط هزینه شود.

همچنن در تبصره 2 این بند آمده است كه حداقل 30 درصد از اعتبارات این بند جهت فعالیت های قرآنی روستاها وعشایر اختصاص یابد.

با تصویب نمایندگان مجلس، همچنین به دولت اجازه داده شد به منظور توسعه ورزش همگانی وقهرمانی و توسعه زیر ساخت های ورزشی با رعایت ماده (13)قانون برنامه پنجساله پنجم توسعه تا یك درصد از سقف اعتبار مصوب هر یك از دستگاه های ملی واستانی به استثنای بودجه هزینه ای وهزینه های مستقیم تولید، شركت های دولتی را با پیشنهاد معاونت برنامه ریزی و نظارت راهبردی رییس جمهور و وزارت ورزش وجوانان كسر وبه سقف ردیف 45-550000 اضافه كند.

همچنین از محل منابع حاصل از این بند، حداقل 30 درصد جهت توسعه ورزش روستایی - پنج درصد به كانون فرهنگی و ورزشی حوزه های مقاومت بسیج و25 درصد برای ساخت توسعه وتجهیز فضای ورزشی در مدارس كشور اختصاص یابد .

نمایندگان مجلس شورای اسلامی همچنین تصویب كردند كه اعتبارات منظور شده برای ورزش وجوانان تحت هر عنوان از تاریخ تعیین وزیر ورزش و جوانان وقبل از آن با عنوان سازمان تربیت بدنی وسازمان جوانان، قابل ابلاغ تخصیص وپرداخت وهزینه گرفتن است.
